Licensure Via Portfolio

Licensure via Portfolio provides an alternative pathway to a full professional Minnesota education license. The portfolio process assesses knowledge, skills and competencies of license applicants who have not completed an approved teacher preparation program in Minnesota in the licensure field being sought. Current licensure standards and procedures, which assess teacher competence and include new provisions for flexibility and accessibility, form the basis for the portfolio process.

The portfolio process uses the Minnesota Board of Teaching's standards for teacher licensure. Determining eligibility is the first step in the portfolio process. Licensure via Portfolio Guidelines can be downloaded from this page and contains completed information on eligibility and specific requirements.

The Minnesota Board of Teaching has implemented a portfolio review fee for all portfolios submitted for review. The fee for the first portfolio is $300.00. The fee for each additional portfolio is $200.00. Portfolio fee guidelines and the Submission and Payment Record can be downloaded from this page and contains complete information on how to submit the fee.

Transitioning to Electronic Portfolios Effective with the February 2010 submission window, all portfolios submitted for review must be presented in an electronic format.   All individuals who submit a portfolio for review will use the software eFolioMinnesota™, a web-based portfolio software designed by the Minnesota State College and University System. eFolioMinnesota™ is a free resource available to all Minnesota residents. Please visit  eFolioMinnesota to set up an account.

Teacher Licensing Tests  Beginning on September 1, 2010 individuals will no longer be able to take ETS (Praxis) tests to fulfill licensure requirements.  The last date for administration of the Praxis content and pedagogy tests will be July 24, 2010.  Individuals will need to take Pearson tests beginning on September 1, 2010.

LIcensure Requirements All requirements for licensure must be met based on the Minnesota Board of Teaching requirements at the time of portfolio submission.  Use the Licensure via Portfolio:Licensure Requirements  table to determine the licensure requirements for your specific submission window.

Portfolio workshops will be offered at the Minnesota Department of Education in Roseville Minnesota on the following dates in 2010:  January 7, March 24, August 5 and October 21. Workshops will be held from 1:00 pm - 3:30 pm in room 16 of Conference Center B.   Please contact Trudy.Hervey@state.mn.us  to register for the workshop you wish to attend.
